LEI provided professional services that included above and below water inspection and condition assessment of the existing wharf.  The assessment report recommended replacing the existing wharf in stages to support the various means of loading scrap to ship or barge. The new dock was constructed in two phases so that half the dock would always remain in operation.  A new bulkhead was placed at the landside of the new dock to allow scrap piles to be stored adjacent to the wharf for loading to vessels.  A new fendering and mooring system was also provided.

The new dock was designed for 1000 psf UDL to meet future loading requirements and deeper dredge depths for larger vessels. The Dock was constructed within the footprint of the existing dock to allow the construction to fall under Nationwide Permit 3 for maintenance. Professional services were provided in three Phases.  These phases were 1) inspection, evaluation and recommendation, 2) Design plans/specifications and solicitation of proposals and 3) construction phase services.
